What to settle first

Two separate questions to settle early. First, whether the project draws on federal funding that carries a domestic-content requirement — if so, we are not eligible. Second, whether the project is pursuing a domestic-content incentive, which is a commercial decision for you rather than a legal bar, but which imported equipment may make harder to satisfy. Either way we would rather know at enquiry stage.
