Trade & Compliance
Where our equipment comes from, stated plainly
Some of our target buyers are legally restricted from purchasing imported equipment. Rather than leave that to be discovered late in a bid, we set it out here. It is the first thing a purchasing agent should check against their funding conditions.
Domestic content: our units do not qualify
Transformers supplied by AxionOrbital Space Inc are of foreign manufacture and do not qualify as domestic end products. They are not compliant with Buy America, Build America Buy America, RUS domestic-content rules, or comparable state-level domestic sourcing requirements.
If your project is subject to any domestic-content condition, please tell us at enquiry stage. We would rather decline early than waste your evaluation time, and we will not submit into a solicitation we cannot lawfully satisfy.
Saying this openly costs us only the projects we could never legally win. It is also the reason we ask about funding sources before quoting.

1. What is the funding source for this purchase?
2. What rating do you need?
3. When do you need it on site?
This gives you an immediate read on whether we are able to bid, before you spend time evaluating us.

Funding conditions that commonly restrict imported equipment
| Buyer / funding source | Requirement |
|---|---|
| RUS / USDA-financed cooperatives | Domestic-content rules under 7 CFR 1787 apply to equipment purchased with RUS financing. Co-ops with RUS exposure should confirm whether a given purchase falls inside it. |
| FTA-funded transit and most federal agencies | Buy America provisions apply, subject to any waiver in force for the specific procurement. |
| State-funded projects | May carry their own steel, iron and manufactured-products sourcing rules independent of federal requirements. |
| Unrestricted municipal, co-op, industrial and private capital | Generally free to purchase imported equipment, subject to the buyer's own policy. |
This table is a prompt for your own compliance review, not legal advice. Applicability depends on the specific funding instrument and any waivers in force, and is for the purchaser and its counsel to determine.
Classification
Tariff classification
Liquid dielectric transformers fall into two Harmonized Tariff Schedule subheadings divided at 10,000 kVA, and the two carry different Section 232 duty rates.
| HTS code | Scope | Section 232 duty |
|---|---|---|
| 8504.22 | Liquid dielectric transformers up to 10,000 kVA | 50% |
| 8504.23 | Liquid dielectric transformers above 10,000 kVA | 15% |
Our commercial focus on the 12–50 MVA class reflects where we believe we can be genuinely competitive on landed cost against domestic quotes for the same class, and this classification boundary is part of that picture. Classification is confirmed per order with our customs broker, and the duty position applicable at the time of entry is reflected in the quotation.
Duty rates and trade remedies change. We do not treat a duty position as a fixed commercial advantage, and we will tell you if the position underlying a quotation has moved.
Incoterms
Delivery terms
| Standard offer | DDP to site is quotable — freight, insurance, customs entry and duty included to the delivery point, so the quoted figure is comparable to a domestic delivered price. |
|---|---|
| Alternatives | Other Incoterms 2020 arrangements can be quoted where a purchaser prefers to control import, freight or customs entry itself. |
| Off-loading and site work | Off-loading, setting, oil processing, terminations, commissioning and any other site work are outside our scope unless separately agreed. We supply equipment; we are not a construction contractor. |
Because we quote DDP, tariff and freight risk sit with us between quotation and delivery rather than surfacing as a change order after award. The scope boundary above is set out again on the For Buyers page, where it matters for prequalification.
